The IICO Grants System. Regulating Partnerships with Field Organizations in Line with the Highest International Standards

 on  يناير 4, 2026

The Electronic Grants System of the International Islamic Charitable Organization (IICO) represents a qualitative leap in the organization’s digital transformation journey within the humanitarian sector. It harmonizes the principles of modern governance with the requirements of efficiency and transparency, forming an integrated institutional framework that regulates the relationship between the organization and its field partners in line with the highest international standards.

As part of IICO’s institutional and strategic development project, this initiative draws upon a rich legacy of practice and evolution—beginning with the foundational literature established by the organization’s founders in 1984, through the law that formally created the IICO in 1986, and the Amiri Decree approving its Statute in 1987, up to the Strategic Plan (2022–2026). The plan places the human being at the center of its priorities, empowering individuals economically, educationally, and culturally, and enhancing their capacity to create positive impact within their communities, in alignment with IICO’s overarching strategic goals of sustainable benefit.

, the system is the result of years of accumulated institutional experience—combining IICO’s value-based vision, extensive field knowledge, and the demands of digital transformation. It has enhanced operational efficiency and optimized resource utilization to achieve sustainable humanitarian and developmental impact, laying the foundation for a new phase of strategic partnerships built on accountability and effectiveness.

Governance, Transparency, and Compliance

The system embodies a profound shift in IICO’s grant management philosophy. Grant-making is no longer viewed merely as the disbursement of funds for humanitarian projects, but as a comprehensive governance framework that subjects every stage—from application to closure—to rigorous standards of disclosure, oversight, and compliance.

This approach has positioned IICO as a benchmark for grant governance and disciplined financial and administrative performance, reinforcing trust among donors, partners, and beneficiaries alike.

Moreover, the system ensures full compliance with national and international regulations, particularly those concerning anti–money laundering and counter-terrorism financing, thereby strengthening IICO’s credibility as a responsible humanitarian institution committed to integrity and transparency in all its operations.

An Integrated Digital Platform

The system provides an intelligent online portal for field partners accredited by the Humanitarian Work Platform of Kuwait’s Ministry of Foreign Affairs, enabling efficient and streamlined partnership management.

Its services include submitting partnership requests, updating organizational data, conducting self-assessments before application, following up on grant calls, submitting project proposals electronically, tracking evaluation phases, completing required documentation, and uploading technical, media, and financial reports.

This digital transformation reflects the concept of Data-Driven Management, allowing performance tracking and results-based evaluation at every stage, while promoting transparency and self-monitoring among partners. The system also offers training and awareness content on governance, compliance, and capacity building—empowering partners institutionally and enhancing their professional performance.

Clear Operational Guidelines and Defined Procedures

The system is accompanied by detailed operational manuals, including a General Framework for Grants and a Procedures and Pathways Guide. These references provide a unified institutional language and a practical roadmap for partners, ensuring clarity and consistency throughout all grant stages.

This step marks a maturity milestone in IICO’s institutional journey—transitioning from management by practice to management by documented standards and written procedures, which is a cornerstone of modern governance.

Effective Institutional Partnership

Through this grants system, IICO has established a partnership model built on trust and mutual accountability. The relationship with partners now extends beyond funding to include development, training, and evaluation—creating an enabling environment for institutional excellence in humanitarian work.

The system also allows partners to submit project studies for promotion through IICO’s fundraising platforms within and outside Kuwait, thereby expanding funding opportunities and creating a full project lifecycle—from concept to implementation.

This transformation marks a significant step toward realizing IICO’s vision of transitioning from traditional charity work to a professional institutional model rooted in governance, quality, and sustainability—contributing to the building of more cohesive, just, and humane communities.

The system covers five main areas of grants, reflecting IICO’s comprehensive humanitarian vision:

  • Educational Grants, empowering individuals through knowledge and preparing them for the job market.

  • Cultural Grants, promoting moderation and fostering values of dialogue and tolerance.

  • Development Grants, supporting families and vulnerable groups through income-generating projects that break the cycle of poverty.

  • Capacity-Building Grants, enhancing institutional performance and professional competencies of partners.

  • Social Grants, addressing urgent and essential humanitarian needs.

These five pillars form an integrated framework for building both the individual and society, translating IICO’s philosophy of combining relief with development, and humanitarian aid with sustainable empowerment.
